Have government schools failed world over?
Year-after-year, Pratham's ASER reports have shown that the government schools were performing miserably even in the basic skill of reading. Though, the government schools elsewhere were also under-performing but not as badly as the Indian government schools and more so in the rural and tribal areas.

According to Michael Katz of the United States, in his country too, the government schools have failed to in accomplishing the goal of developing children as rational human beings. He is of the view that the government education system has become a 'curious amalgam' of 'structural and ideological defects'. Perhaps, so has the Indian education system with much more severity.

He further says that the American government schools have 'not reformed society' and they have 'not won allegiance of people'. In India, there is hardly any active community-school link though on paper the 'School Development and Management Committees' have been formed.

Katz goes to extent of saying that the US education system has 'developed a battery of excuses that place the blame for educational failure outside the school and on the home'. In India too, blaming children and society is rampant in the government education system.

According to Katz, the main cause of the failure of the government schools is that they have not been raised, first and foremost, upon a soft and evasive intellectual base and have failed 'due to mismatch between their states and operative purposes.'

In India, the bureaucratic system of education functions like a black box and hardly anyone is driven by real operative purpose of supporting learning innate in children.
